Ryan Bittner, P.E. serves as the Chief Executive Officer of the firm, with 20 years’ experience in the Civil Engineering and construction industry. He has a thorough understanding of due diligence research for site acquisition, design and management of land development, utility infrastructure, grading, storm water management, environmental remediation, land surveying, agency permitting and construction supervision. His career has included the successful completion of large commercial, retail construction, capital improvement infrastructure projects and residential single, multi-family, and mixed-use developments. Mr. Bittner is responsible for Company operations, business development, client management and engineering technical oversight. Mr. Bittner joined C&V Consulting as the Company’s first employee in 2002, helping the company grow to nearly fifty employees in recent years. His start in the industry included design and project engineering roles in the Southern CA offices of David Evans & Associates. He discovered his affinity for land development while earning his degree in Civil Engineering at California Polytechnic University, San Luis Obispo. He serves as an active member of the American Society of Civil Engineers and the Building Industry Association.

As a dual licensed Civil Engineer and Land Surveyor, Mr. McDougall brings a unique perspective to each project by understanding the needs and constraints present in each challenging new development. His background in Construction Engineering Management provides a strong set of leadership skills which have prompted C&V Consulting to excel at being a part of successful consultant teams.
Over the years, Mr. McDougall has worked on a wide range of residential and commercial developments throughout Southern and Northern California. From large master planned communities, to small but complex multifamily products, he is exceptionally versed in all phases of development including feasibility studies, site surveys, entitlements, civil engineering construction drawings, contract management and bid coordination, BRE and mapping documents, as well as project close out processes.
Mr. McDougall prides himself on being technically up to date, hands on, and keenly focused on meeting client expectations and needs through the life of the project.

During Philip Malcomson’ s career, he has progressively designed and managed a wide range of both residential and commercial private development projects including: single family residential developments, multi-family condominium and town home developments, business parks, podium projects, and industrial centers. Mr. Malcomson provides client management and engineering technical oversight on a variety of projects. He is proficient in utilizing technical engineering skills during the engineering approval process; specializing in hydrology and hydraulics analyses. Mr. Malcomson joined C&V Consulting in 2005 after working on land development projects in Washington and Arizona.
